Major Organisations and Factions
This page gives a quick overview of the major organisations, factions and resistance movements active in the game setting. These are not full lore entries, but short snapshots to help writers understand who the key powers are, what they want, and how they may affect characters and missions.
Dominion-Aligned Powers
The Dominion
The ruling occupation power across much of former Federation space. After the Federation’s fall, the Dominion imposed martial law, puppet governments, forced labour programmes, surveillance structures and military control over occupied worlds. Its rule is enforced through Jem’Hadar garrisons, Vorta administrators, collaborator governments and specialist organisations such as the DPI. By 2398, the Dominion remains powerful, but its control is strained by rebellion, internal Founder rivalries, the Cardassian Rising, Klingon resistance, Romulan hostility and the growing influence of the Lantern Network.
The Division of Protection & Investigations
The Dominion’s secret police and counterinsurgency organisation within occupied former Federation space. The DPI uses surveillance, informants, collaborators, loyalty checks and psychological pressure to identify and destroy resistance cells. Its Protectors, Investigators and Readers are especially feared because many are drawn from formerly Federation-aligned peoples.
Dominion Collaborator Administrations
Local puppet governments installed or controlled by the Dominion across occupied worlds. These administrations manage rationing, labour quotas, curfews, propaganda, civilian records and compliance programmes. Some collaborators are true believers, some are opportunists, and others are frightened officials trying to keep their people alive under impossible conditions.
Resistance and Liberation Movements
The Lantern Network
A clandestine resistance network linking scattered anti-Dominion cells, smugglers, former Starfleet personnel, couriers, refugees and hidden safehouses across occupied space. The Lanterns specialise in intelligence, extraction, covert supply routes and keeping resistance movements connected. By 2398, their long-rumoured sanctuary, Avalon, has become real.
The Fenris Rangers
A frontier defence and resistance movement operating along neglected borderlands and abandoned colonies. The Rangers protect refugee routes, strike Dominion convoys, and often work with smugglers, local militias and Lantern-linked couriers. They are less formal than Starfleet, more practical than political, and deeply trusted by many civilians beyond the Dominion’s direct control.
The Cardassian Resistance
A growing anti-Dominion movement within Cardassian space, made up of military dissidents, civilian cells, old intelligence contacts and factions tied to figures such as Garak, Damar and Dukat. By 2398, the Cardassian Rising has become one of the largest open rebellions against Dominion rule, though its leadership is politically complicated and far from united.
The Bajoran Resistance
A long-running resistance movement operating under Dominion occupation, shaped by older memories of Cardassian rule and renewed persecution under Prime’s control of Terok Nor. Bajoran cells use religious networks, rural safehouses, old tunnels, monastery routes and Lantern-linked channels to survive. Kira Nerys and Odo remain important figures within the wider Bajoran struggle.
The Betazoid Underground
A covert resistance network on occupied Betazed and among Betazoid refugees. Its members use telepathic warning systems, hidden safe routes and emotional verification methods to evade Dominion surveillance and DPI Readers. Their links to Deanna Troi and the Lantern Network make them especially valuable in identifying infiltration and protecting vulnerable cells.
The Martaq betleH / Blades of Martok
A Klingon rebel brotherhood formed after Martok’s death during the liberation of Mo’Rat. Led by Worf, the Blades of Martok fight to free the Klingon Empire from Dominion influence and overthrow Torel Duras’s compromised rule. They are one of the strongest military resistance movements in the quadrant and maintain cautious contact with Lantern-linked forces.
Regional and Political Powers
The Romulan Star Empire
A wounded but dangerous power rebuilding from the destruction of Romulus and Remus. Officially centred on New Romulus, the Empire is shaped by Tal’Shiar secrecy, Sela’s influence, anti-Dominion propaganda and a deep need to survive at any cost. Romulan interests sometimes align with the resistance, but their support is rarely simple, clean or free.
The Tal’Shiar
The Romulan Star Empire’s intelligence service. In this timeline, the Tal’Shiar has played a major role in preserving Romulan power, controlling secrets around the fall of Romulus, manipulating anti-Dominion narratives and pursuing classified research. They may assist Lantern-linked operations when useful, but their loyalty is always to Romulan survival first.
The Reman Factions
Surviving Reman groups scattered after the destruction of Remus. Some follow Shinzon, some seek revenge against Romulan elites, and others are willing to work with anti-Dominion resistance networks. Reman factions are angry, traumatised and militarily useful, but their goals do not always align with wider liberation efforts.
The Ferengi Trade Networks
Officially, the Ferengi Alliance cooperates with Dominion trade interests under Brunt’s leadership. Unofficially, Ferengi merchants, smugglers and black-market operators move supplies, refugees, intelligence and contraband through the same routes. Their involvement with the resistance is often profitable, deniable and essential.
The Xindi Independence Movement
A militant independence movement that broke free from Dominion authority after rebellion erupted on the Xindi homeworld. Some Xindi factions are potential allies against the Dominion, while others are dangerous, isolationist or driven by their own ambitions. Lantern-linked observers continue to assess whether the Xindi are a partner, a threat, or both.
Starfleet and Federation Remnants
Starfleet Remnants
The surviving fragments of Starfleet after the Federation’s fall. Some operate as fugitives, some work within Lantern-linked cells, some hide aboard surviving ships, and others have joined local resistance groups. They no longer possess the structure or resources of old Starfleet, but their training, ideals and technical knowledge remain vital to the resistance.
The Federation Government-in-Exile
There is no recognised functioning Federation government in occupied space. Surviving councillors, diplomats, officers and civil officials exist in hiding, exile or captivity, but their authority is fragmented. Some resistance groups still fight in the Federation’s name, while others believe the old Federation is gone and something new must eventually replace it.
The USS Voyager
Though not an organisation in the usual sense, Voyager is one of the most important surviving independent Starfleet assets. Hidden from Dominion detection after its return from the Delta Quadrant, Voyager provides selective intelligence through Lantern channels, especially concerning Borg activity, Dominion movements and long-range tactical analysis.
