  • Garak, already working through Cardassian resistance channels, begins quietly tracking Dukat’s movements, seeing him as dangerous but potentially useful.
  • Kira Nerys refuses to endorse Dukat, but some Bajoran cells begin weighing limited cooperation if it means striking the Dominion.

April–August 2379 — The Badlands Coalition Forms
